#VeUMEU

The seventh edition of the VeUMEU Venice Universities' Model European Union, a simulation of the legislative procedure of the European Union, will take place from 5 to 7 May 2023. The initiative was organized thanks to the collaboration between:

- Venice International University,
- Ca' Foscari University of Venice,
- Venice Diplomatic Society
- Europe Direct of the Municipality of Venice.

The VeUMEU is also supported by the European Parliamentary Research Service (EPRS).

As a simulation of the legislative procedure of the European Union, participants play the roles of members of the European Parliament and of the Council of the European Union, following the steps of the ordinary legislative procedure by which European directives and regulations are adopted. A group of students also forms the corps of journalists, which is responsible for reporting on developments during the weekend of activities. VeUMEU is an excellent opportunity for students to enter the world of multilateral diplomacy and sharpen their negotiation and leadership skills. Students will learn about the functioning of the European legislative process, the rules of procedure, the introduction of amendments and how to draft EU directives and regulations.

For the 2023 edition, the topics for the simulation were:

1) Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on combating violence against women and domestic violence: The current proposal aims to effectively combat violence against women and domestic violence throughout the EU. It does so by proposing measures in the following areas: the criminalisation of and sanctions for relevant offences; protection of victims and access to justice; victim support; prevention; coordination and cooperation. Violence against women is gender-based violence directed against a woman because she is a woman or that affects women disproportionately. It includes all acts of gender-based violence that result in or are likely to result in physical, sexual, psychological or economic harm or suffering, including threats of such acts. It encompasses offences such as sexual violence, including rape, female genital mutilation, forced marriage, forced abortions or sterilisation, human trafficking for the purposes of sexual exploitation, stalking, sexual harassment, femicide, hate speech and crimes on the basis of sex and various forms of online violence (‘cyber violence’), including non-consensual sharing or manipulation of intimate material, cyber stalking and cyber harassment.  (Read here)

2) Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on nature restoration: Despite EU and international efforts, biodiversity loss and the degradation of ecosystems continue at an alarming rate, harming people, the economy and the climate. Healthy ecosystems provide food and food security, clean water, carbon sinks and protection against natural disasters caused by climate change. They are essential for our longterm survival, well-being, prosperity and security, as they are the basis for Europe’s resilience. The restoration of ecosystems, coupled with efforts to reduce wildlife trade and consumption, will also help prevent and build up resilience to possible future communicable diseases with zoonotic potential, therefore decreasing the risks of outbreaks and pandemics, and contribute to support EU and global efforts to apply the One Health approach, which recognises the intrinsic connection between human health, animal health and healthy resilient nature.
